Jammu, Feb 26 The CBI has booked two top officials of BSNL and a private company for alleged irregularities in purchase of portable linemen testers, official sources said here today.
An FIR has been registered against a Deputy General Manager (DGM) and a Divisional Engineer (DE) of Bharat Sanchar Nigam Limited (BSNL) for causing loss to the government exchequer by purchasing testers at 20 times the orginal costs, they said.
The CBI has also booked a Ghaziabad-based private company Sain Telemetics, which had supplied testers.
The BSNL officials have been identified as Kunj Bihari Sharma, presently DGM (Mobiles) Udhampur, who had been posted as Telecom District Manager (TDM), BSNL Udhampur at the time of purchases and Jasbir Singh, DE, presently posted in the office of TDM Udhampur.
The officials had placed the orders of eight testers with Sain Telemetics, Ghaziabad at a cost of Rs 24,900 per piece, they said. However,investigations conducted by the CBI revealed that original cost of the testers was just Rs 1700 per piece.
In fact, Sain Telemetics had purchased the testers from a PSU ICISIL, New Delhi, at a cost of Rs 1700 and supplied it to the BSNL at Rs 24,900 per piece, they said.
The CBI has charged the BSNL officials with conniving with Sain Telemetics to purchase the testers at an exhorbitant price.
Investigations into the case have been entrusted to Deputy Superintendent of Police (CBI) Radhey Shyam under the supervision of Armandeep Singh, Head of the CBI branch of Jammu and officiating SP.
However, no arrests have been made so far by the CBI, sources said, adding the record pertaining to the purchase has been seized.

This seems prima facie wrong interpretation by CBI official. They have calculated the rates local mistry for the equipment made by a Public Sector Company.
ReplyDeleteWhen Govt. PSU is supplying any item then it means rates are fixed by Govt and payment made is also going in the Govt. exchequer. It means there is no malafide intention of the officers involved.
Then why such case has been taken by CBI. It seems there is misuse of powers by CBI just for their local ineterst. Moreover, when any financial matter is involved then why no account officer
has been taken into consideration in FIR. As per report both the account officers are local kashmiri and thus they have been spared and these two fellow DGM and DE are outsider and thus they are
being punished. By doing this CBI is indirectly saying All India People that, do not come to Kashmir for Jobs. May be this is All India service or whatever. It is not clear, how CBI is taking case of less than Rs 2 Lakh into their hand
when case of crore are pending with them and still comming. This seems it is purely local interst of CBI Kashmir to it.
It feel CBI officers from Delhi should inetervene in this matter and should ask CBI Kashmir for acting as per rule.
